More 4X4s, Guns and Riot Control Equipment for PDRM

SHAH ALAM: The Procurement Division of the Home Ministry has issued five separate tenders for 4X4 vehicles, pintle mounted machine guns and riot control equipment for the Royal Malaysian Police /PDRM units. The division also published two separate tenders for the People’s Volunteer Corps/Rela – special equipment and a barge for the Eastern Sabah Security Command or ESSCOM.

The 4X4 vehicles tenders are for two-hundred one-tonne, 4X4 General Services or Gunasama vehicles, one hundred 4X4 pick-ups for intelligence and reconnaissance operations, and 17 rapid patrol vehicles for patrols along the Sarawak borders.

Indicative costs for the three separate tenders, RM41.96 million for the GS vehicles; RM17 million for the intelligence/recon vehicles and RM12.750 million for the Sarawak border vehicles. The GS vehicles must be a single cab, 4X4 with the capacity to carry 10 people, including the driver.

The intel/recon vehicles are the replacement for the same vehicles in service currently, must be a twin-cab and able to carry five people including the driver.

Based on the specifications, the Sarawak border patrol vehicle should be something like the Mercedes Unimog. The PGA previously used the Unimogs as the utility vehicles for troop and cargo transport in rural areas of the peninsula, Sabah and Sarawak. An AI search indicate the vehicles – at the indicative cost – will be around RM747K plus change for one truck – for a base spec Unimog truck.

The GS 4X4 should cost around RM209K per vehicle at the indicative price while the intel/recon double cab pick up will cost RM170K at the highest cost of course.

It interesting to note that Go Auto Sales Sdn Bh, part of the Go Auto Group awarded the contract for the GS/Intel/Recon 4X4s several years back – it appears – is no longer involved in manufacturing the vehicles currently. I stand to be corrected of course. Go Auto Sales was the first local company to sell the Hilux derived one-tonne 4X4 as the GS vehicle, first to the police and later the Army. Subsequently other manufacturers were also awarded contracts to supply the GS one-tonners.

As for the guns, VAT 69 is looking to buy 18 7.62mm machine guns, complete with accessories and light pintle mount for use on RHIBs. The machine guns being sought will be equipped with the standard accessories and also optics and suppressors. Once delivered, it is likely VAT69 will be the first unit in the country to be equipped with a belt-fed 7.62mm machine gun fitted with optics and suppressors. The indicative cost for the tender is RM7.3 million. As for the riot control equipment it is meant for the Federal Reserve Unit. Among the items being sought are riot helmets complete with communication gear, batons, multi-tools, riot gloves and others. The indicative cost is RM15 million.

The Rela equipment being tendered out are torch lights, rain gear, helmets and reflective vests. A total of 550 each of soft body armour and ballistic helmets – likely for the Rela Special Unit – is also being sought in the tender with an indicative cost of RM13.3 million plus change.

As for the ESSCOM barge, it will be stationed near the Sabah and Kalimantan border. It will be able to accommodate up to 36 personnel, equipped with a control and command centre and be able to stand up to sea state three conditions. The indicative cost of the barge is RM9.5 million plus change.
